1、 Technical requirements for prohibition

（1） Since January 1, 2022, civil construction projects newly built, reconstructed and expanded within the urban area of the main city need to be re developed through the construction drawing review or design change due to the reasons of design change. It is forbidden to adopt thin plastered external wall external insulation system and the integrated external wall insulation and decoration system fixed only by bonding anchor.

（2） Since July 1, 2022, civil construction projects newly built, reconstructed and expanded in the whole city that have passed the construction drawing review or need to be re developed for the reasons of design change or preliminary design are prohibited. It is forbidden to adopt thin plastering external wall external insulation system and integrated external wall insulation and decoration system fixed only by bonding and anchoring.

（3） Strictly implement the relevant requirements of notice on Further Strengthening the promotion and application of the wall self insulation technology system (yjian [2018] No. 502), notice on printing and distributing (yjian green construction [2021] No. 7), and further improve the application scale of self insulation technology for non bearing wall block, integration of structure and insulation, prefabricated thermal insulation outer wall board and other wall.

2、 Strengthen application management

（1） The construction unit shall bear the primary responsibility for the quality of external insulation works of civil buildings, and shall strengthen the management of the use process of external insulation materials for external walls, and strictly supervise and urge the design, drawing review, construction, supervision, inspection and material suppliers to implement the safety responsibilities of external thermal insulation works of civil buildings, Ensure that the design and construction of external insulation works of external walls meet the requirements of relevant national and municipal management regulations and standards and specifications.

（2） The designer shall bear the main responsibility for the quality of design documents for external insulation engineering of civil buildings. The design unit shall design the external insulation engineering of external walls in accordance with the code for fire protection design of buildings (gb50016), relevant standards for energy conservation of green buildings and buildings, and define the construction methods, material types and types of external insulation works in the design documents The main technical indexes and combustion performance grade and other technical requirements.

（3） The construction drawing review organization shall be responsible for the review of the design quality of the external insulation engineering of civil buildings. The construction methods of the external insulation system of the external wall (including bonding area, anchorage requirements, separation joints, structural lines, bracket settings, etc.) and the flammability grade of the thermal insulation materials shall be reviewed If the requirements of structural measures such as fire isolation belt and protective layer meet the requirements of code for fire protection design of buildings (gb50016) and relevant standards for energy conservation of green buildings and buildings, if they do not meet relevant regulations and requirements, they shall not pass the construction drawing review.

（4） The construction unit shall bear the main responsibility for the quality of the external insulation project of civil buildings. It shall, in accordance with the relevant provisions and requirements of code for acceptance of construction quality of building energy conservation engineering gb50411 and code for acceptance of construction quality of building energy conservation (green building) (dbj50-255), provide external insulation materials, bonding materials, plastering materials, and The relevant performance indexes of reinforcement network shall be rechecked, and construction can be carried out only after the re inspection meets the requirements of the construction drawing design documents that have passed the review.

When the construction unit carries out the construction of external insulation project of civil building, the connection mode, tensile bond strength and bonding area of external insulation materials and base course of external wall shall meet the design requirements, and ensure that the bonding or connection between external insulation materials of external wall and base course and each structural layer is firm. The tensile bond strength of the external insulation material and the base course of the exterior wall should be tested on site by cement construction technology, and the bonding area should be stripped; If the anchor bolt construction technology is adopted, the number, position, depth, performance of cementation material and pulling force of anchor shall meet the requirements of design and construction scheme. The anchorage of the thermal insulation decorative composite board shall be reliably fixed on the decorative panel, and the anchoring force shall be tested on site.

（5） The supervision unit shall supervise the mobilization and construction process of the external insulation engineering materials of civil buildings, and strictly implement the material witness sampling system. If the quality of the external insulation materials of the external wall is found to be unqualified after re inspection, it shall not be allowed to use; The system of side-by-site of external insulation works of external walls shall be strictly implemented, the construction process and concealed works shall be supervised and the image records shall be made for review. If any non-conforming design documents and relevant standards and specifications are found, the construction unit shall be required to take effective measures to rectify and report to the construction unit and the project quality supervision organization in time.

（6） The testing organization shall strictly inspect the external insulation materials of the external wall of civil buildings in accordance with relevant standards, and be responsible for the objective authenticity of the test results. It shall not issue the test report beyond the scope of inspection and detection capacity specified in the qualification certificate, and shall not issue false report. If any false sampling, sealing and sending behaviors of relevant units is found, it shall report to the engineering quality supervision organization in time.

（7） The material manufacturer shall specify the manufacturer's name, product name, specification, model, date of production and other packaging marks in detail, which is traceable. The packaging and protection management in the transportation process shall be strengthened during the supply process, and the inferior quality shall not be used.

（8） The quality supervision organization of the project shall strictly carry out the quality supervision of the external insulation project of the external wall of civil building, supervise the construction parties to fulfill the project quality responsibility, and shall not adjust the project management requirements without authorization. The responsible unit that finds the illegal and illegal acts shall immediately order it to rectify and deal with it according to the law.

3、 Strengthen supervision and management

（1） The competent departments of housing and urban rural construction at all levels shall strengthen the quality supervision of external insulation works of internal construction projects within the jurisdiction, and include relevant contents in the annual special inspection of green buildings. If the material quality of external wall insulation project is found to be unqualified, the design quality is not up to standard, the construction quality is not up to standard and the performance grade is not in conformity with the requirements of engineering technology application, the relevant responsible units shall be dealt with according to law and the rectification shall be ordered to be in place.

（2） The competent departments of housing and urban rural construction at all levels shall strictly carry out the evaluation of building energy efficiency (green building), carefully check the use of external insulation materials and test reports, and other materials, if they are inconsistent with the requirements of standards and design documents, they shall not pass the evaluation of building energy efficiency (green building).

（3） The competent departments of housing and urban rural construction at all levels shall regularly organize relevant streets or property service units to conduct hidden trouble investigation on the external insulation works of existing civil buildings within the jurisdiction. If there are cracks, hollows, deformation, water seepage and falling off of the external wall insulation system, the construction unit shall, within the warranty period, conduct the inspection and inspection of hidden dangers The construction unit shall perform the warranty obligations according to the contract; If the warranty period is exceeded, the maintenance shall be carried out in time according to the relevant provisions such as the standard for repair of external insulation system of building exterior wall (JGJ 376), and the management measures for special maintenance funds for Chongqing property.
